CANCELLED – Recovery Permits and the ESA: Navigating the Process (hosted by TWS)

Section 10(a)(1)(A) of the Endangered Species Act (ESA) allows for recovery permits to be issued for prohibited acts under Section 9 if activities are for scientific purposes to enhance the propagation and survival of federally listed threatened and endangered species.  The anticipated outcome is to provide biological information that contributes to the recovery of listed species.  Recovery permits are typically issued to Federal and State agencies, Tribes, universities, conservation organizations, consulting firms, and individuals to conduct scientific research, captive propagation, survey, and monitoring activities. The recovery permit process varies among US Fish and Wildlife Service (Service) regions.  However, the process begins with the submission of a recovery permit application that includes information on the species to be affected, proposed activities with appropriate justifications, geographic locations where activities are to occur, and qualification statements for individuals who are requesting to conduct activities.  After application submission, Service biologists will review the application and may issue a recovery permit subject to specific terms and conditions defining requirements and restrictions imposed on the applicant.  Submitted applications and issued recovery permits are legally binding documents between the Service and the permittee. In this session, Service biologists will provide a brief overview of the ESA, describe how to navigate the recovery permit application process, and identify strategies to streamline the process for applicants.  Time will be available at the end of the session to openly discuss and address questions attendees may have about recovery permits and the underlying process.
